In August 2020, Gert Sibande District Municipality (GSDM) and Govan Mbeki Municipality (GMM) concluded the signing of a Service Level Agreement (SLA) confirming the appointment of GSDM as the implementing agent.
According to GSDM, significant progress has been made.
The GSDM had public consultations with the communities of Bethal and Emzinoni to inform the public of the agreement between the two municipalities, the work to be expected from GSDM as the implementing agent, and also the work to be expected from the service provider which would be appointed in the following months.
Following the public consultations, a report had to be taken to Council as guided by Section 78 of the Municipal Systems Act and Section 33 of the Municipal Finance Management Act for adoption.
On Tuesday the 9th of February 2021, GSDM represented by the District Municipal Manager Mr. Absenia Habile and Enpower Machite JV represented by Executive Director Ms. Rhulani Matshidze signed a Service Level Agreement.
This was the final stage following the appointment of Enpower Machite JV as the service provider with the capacity and expertise to run the business for a period of five years under the supervision of the GSDM.
During the five-year period, the service provider will collect revenue, pay the monthly account for Eskom on behalf of the GMM, improve the state of the infrastructure by providing more reliable electricity supply to customers, improve the revenue collection and improve customer service.
The service provider has already commenced with information collating with Govan Mbeki Municipality.
