Notice is hereby given in terms of Section 78 of the Local Government: Municipal Systems Act (MSA) No 32 of 2000 that Govan Mbeki Municipality through its Council has resolved to initiate a process to determine the most appropriate service delivery mechanism for the provision of electricity within the municipality’s jurisdiction.
The delivery of municipal services is governed by the MSA and in terms of the Act, wherein a municipality intends to provide a new municipal service, or significantly upgrade, extend, or improve an existing service, the Municipality is required to undertake an investigation in terms of Section 78 of the MSA. Consequently, during the Council meeting, held on the 25th of March 2026, Council resolved to explore external service mechanism for the provision of electricity within the municipality’s jurisdiction.
Accordingly, the Council hereby gives notice of its intention to explore the provision of electricity within its jurisdiction through an external mechanism. This process includes provision for public consultation, engagement with trade unions, a cost-benefit analysis and a feasibility study. The review will also consider the impact on job creation and local development.
Any interested party or affected party is invited to submit written comments via fax to 017 634 8019, or emailed to: office.mm@govanmbeki.gov.za or posted to Govan Mbeki Municipality, Private Bag x1017, Secunda, 2302, for attention of the Municipal Manager.
Written comments should be submitted by no later than 06th July 2026 at Secunda, Municipal Buildings, Secunda CBD.
No late submissions will be accepted.
